CDEP Community Development Employment Program

It provides the opportunity for Indigenous people to voluntarily work in community managed activities which contribute to economic, social and community development and cultural maintenance;

It provides the necessary wages and operating costs to facilitate the operation of the CDEP scheme; and maximises the benefits derived by CDEP communities from the CDEP scheme.

This in turn will:

The Forster LALC has successfully managed CDEP programs over the past ten years. During this time participant numbers have increased from 50 to 164 participants. The FLALC has a proven record of strong management, steady growth and consistent accountability for funds received from a variety of sources.

FLALC Manager is Loma Paulson. Loma brings with her strong leadership and years of experience with the FLALC.

All programs will come under the management and control of the FLALC as shown on the organisational chart following.

CDEP Programs

Administration, Housing & Training

The administration unit of Forster Local Aboriginal Land Council employs a Manager, Human Resources Manager, Property Manager, Accountant, Accounts Cadet, and two Administration Trainees. The Administration unit conducts the administration of all Land Council business and programs (including CDEP cells and participants placed with host employers) with the exception of Tobwabba Art.

A Professional Development Program jointly funded by ATSIC, DEWRSB and FLALC supports the Administration. The Administration also provides support for FLALC employees and CDEP participants through providing appropriate training for individuals and groups in keeping with the goals of the Land Council for enterprise development.

Properties owned by the Land Council are managed and maintained under the direct control of the Land Council’s Property Manager for increased efficiency.

Culture & Heritage

The Culture and Heritage Unit has the major responsibility for the recording and protection of sites in the Land Council area. It liaises with government agencies, community organisations and private groups or individuals in all matters pertaining to sites protection. The Culture and Heritage Unit is also involved in developing site surveys and training programs as an enterprise. Sites identification training & cultural awareness
The unit works closely with the schools to provide support for Koori kids and to provide cultural activities and excursions.

Enterprise Development - Tobwabba Art


Tobwabba Art Web Site Tobwabba Art was the first enterprise developed by Forster Local Aboriginal Land Council. It has been established for 10 years and is jointly managed by Great Lakes Community Resources Inc (GLCR) and the FLALC. 22 artists work at Tobwabba Art, many of them CDEP participants, with an administrative staff of five. Restructuring and multiskilling of management is currently taking place as becoming financially viable is a priority for Tobwabba Art at this time.

Enterprise Development - Bush & Land Restorations

A group traineeship was established as result of interest shown by Parks & Gardens employees for additional training and employment opportunities in land management. The group has successfully established itself and gained contracts with sand mining companies and environmental groups. Through this training program the group has become the most qualified land management team in the local area.

Health Clinic

Three Aboriginal Health Assistants are provided to work with a doctor employed by Biripi Medical Centre at the Cabarita Community Medical Centre and to co-ordinate the use of additional health services available at neighbouring Taree. Having local people to directly deal with local people has meant an increase in the use of the medical services provided.

This program is also supported by the Employment Strategy with one Cadetship and two traineeships being undertaken by CDEP participants.

Work Programs - Building and Maintenance

The Building and Maintenance unit consists of seven CDEP participants. This unit provides maintenance for the 41 homes of the Cabarita Community and Forster Local Aboriginal Land Council buildings. The unit is hopeful of gaining funds from HACC to build additional community housing.

Works Programs - Gloucester Cell

Eight CDEP participants form the Gloucester CDEP unit. This unit is located about 100km from Forster and offers employment in arts, crafts and woodwork. The Gloucester unit has diversified into retail sales, exhibiting their artwork and ecotourism.

Works Programs - Parks and Gardens

The Parks and Gardens unit makes up the largest unit in the Land Council with 16 CDEP participants employed under the direction of a Works Supervisor, Storeman and Leading Hands. After developing a solid working team this unit is seeking contracts in maintenance work.

Host Employer Cell - Amaroo LALC
Twenty CDEP participants have been placed with Amaroo LALC at Walcha. These participants work in a variety of employment situations including:

This organisation is assessing the viability of developing enterprises in Land Regeneration and Herb Farming.

Host Employer Cell - Bunya Local Aboriginal Land Council (LALC)

Bunya LALC is located at Wauchope and is host employer to twelve CDEP participants. These participants work in a variety of employment situations including Administration, Grounds Maintenance and Sites Protection.

Host Employer Cell - Bindi

Bindi is another host employer located Wauchope with 18 CDEP participants. This group is undertaking regeneration and landscaping work on their property with a view to becoming an educational and tourist camping facility. Through a TAFE training program they have also established a market garden.

Host Employer Cell - Birpai LALC

The Port Macquarie cell has participants undertaking training and work programs in Administration and Land Management. A large parcel of land with great conservation value has been placed with Birpai LALC to manage.

Individual placements have been made for CDEP participants with Forster Local Aboriginal Land Council and local employers for specialised training and employment opportunities including: School Support, Cleaning and Stores.
